Choose the candidates uniformly at random from all pairs of distinct candidates. Lets say a given voter fails to know $ q$ of the $ n$ citizens. The probability he fails to know both candidates is $ (\frac {q}{n}) (\frac {q - 1}{n - 1}) \leq (\frac {q}{n})^2 \leq 0.49$ (I'm assuming he knows and can vote for himself if he happens to be chosen as a candidate). Therefore on average 51% of the citizens can vote, so there must be a particular pair of candidates for which 51% of the citizens can vote.
